Fintiri signs Violence Against Persons Prohibition bill, 2 others into law

Adamawa State Governor Ahmadu Umaru Fintiri, on Monday, signed into law the Violence Against Persons Prohibition (VAPP) Bill.

The governor also assented to the Adamawa State Environmental Protection Agency (ADSEPA) law, as well as the Adamawa State Limitation of Actions law.

This followed the approval by the Adamawa State House of Assembly, which is in line with one of the governor’s promises to free the state from any kind of violence, and make sure that peace and stability in Adamawa are strengthened.

The Attorney-General and Commissioner for Justice Barr A. K. Jingi, alongside the Commissioner of Environment and Commissioner of Women Affairs and Social Development were present at the signing ceremony.

Mr Jingi revealed that the VAPP bill which was assented to by the Governor on 13th of August 2021 has 47 Sections which include provisions for compensation of victims.

He said the VAPP Law will prohibit all forms of violence against persons and provide maximum protection, remedies for victims and rigorous punishment for culprits.

According to the Commissioner of Justice, appointments of protection officers at the Local Level for the Sexual Offender database/register as well as registration and access to service providers.

He itemized that kidnapping, rape, abandonment of children, spouse, and other dependents without sustenance, forced isolation and separation from family and friends, and harmful widowhood among others as the most common forms of violence.

Consequently, he called on all persons to utilize the VAPP law by monitoring and prompt reporting of all cases of violence against all persons to the appropriate authorities.

The Attorney General and Commissioner for Justice also revealed that the Adamawa State Environmental Protection Agency (ADSEPA) law is aimed at protecting the environment which is facing degradation from all fronts.

He added that the ADSEPA law is divided into five parts, with 37 Sections that contain interpretation, composition and functions, finances, miscellaneous provisions, offences, and power of the agency.

Clarifying on Adamawa State Limitation of Actions Law, the Attorney General stated that the law is to ensure that all claims are diligently and promptly presented and potential plaintiffs pursue them with diligence to guarantee completeness in legal action.

He further stated that as important as limitation law is to the state, there has never been a comprehensive limitation law in Adamawa state, except few constraints purveying disintegration in several laws.
